Charles Blum, D.C., F.I.C.S. Charles L. Blum, DC, CSCP is in private practice Santa Monica, California and past president of SOTO – USA, now their research chair. He is adjunct research faculty atf Cleveland Chiropractic College - Los Angeles and associate faculty at Southern California University of Health Sciences, teaching cranial biodynamics and cranial technique.

Dr. Blum is a Certified SOT Cranial Practitioner, and on the peer review board of the Journal of Vertebral Subluxation Research and Journal of Chiropractic Medicine. He has lectured nationally and internationally, has written various SOT related texts, compiled SOT and cranial related research, and extensively publishes in multiple peer reviewed indexed journals and at research conferences from 1984 to the present.

Scott Cuthbert, BA, BCAO, DC A native of California, Dr. Scott Cuthbert first attended St. John’s College, where he received his BA in the liberal arts. Dr. Scott (as his patients call him) then graduated from the Palmer College of Chiropractic in Davenport, Iowa. He migrated to Ireland and practiced chiropractic on Finn MacCool’s gorgeous island for two years.

He now practices in Pueblo, Colorado. He came to study the applied kinesiology chiropractic of Dr. George Goodheart in 2000 and found within that study a lifetime’s work. Dr. Scott is on the board of directors of the International College of Applied Kinesiology (ICAK-USA), and is chairman of its research committee. Nicoleta Borcean DCDr. Nicoleta Borcean graduated Magna Cum Laude from Life University. Dr. Borcean has taken over 350 hours of education with the Carrick Institute of Chiropractic Neurology. She also has a distinguished knowledge base in Clinical Nutrition. She has lobbied for chiropractic freedoms on the hills of Washington, D.C. She speaks several languages, and aspires to become an international chiropractor.

Anthony L. Rosner, Ph.D., LL.D(Hon), LLCAnthony Rosner became Research Director of the International College of Applied Kinesiology in September 2009. From 1992-2007, he had been a Director of Research and Education at the Foundation for Chiropractic Education and Research and Director of Research Initiatives at the Parker College of Chiropractic from 2007-2009. After obtaining his Ph.D. in Medical Sciences at Harvard in 1972 and conducting postdoctoral research at the NIH in Bethesda and at the CNRS in Gif-sur-Yvette, France, in 1973 and 1974, he directed research and clinical chemistry laboratories at Boston's Beth Israel Hospital and at an affiliate of the Mayo Clinic, then taught chemistry and served as Department Administrator in Chemistry at Brandeis University and managed research operations in neonatology at Children's Hospital in Boston until he joined FCER in 1992. He chaired one of six charter committees at the inception of the National Center for
Complementary and Alternative Medicine in 1992 and has served on the editorial board of three peer-reviewed journals, authoring papers reviewing manual medicine, critiquing recent publications of questionable research design, and exploring the role of homocysteine in provoking spontaneous vertebral artery dissection.
